Group dependent medium and large images display

I would like to assign different rights for different user groups.

For instance:
Group "A" should be able to view thumbnails only.
Group "B" should be able to view thumbnails + medium images.
Group "C" should be able to view thumbnails + medium + large images.

So far the group "B" is not limited to medium images. They can see large images as well.

The only place I found that it can be changed is:
Edit Settings -> Upload Photo Options -> "Save and display medium and large images?"

Is there any other settings configure that would help?

There is no permission settings anywhere to differentiate from medium and large images since not all images would have a large image. Mediums are only creating should a photo be over a certain threshold.
