Fatal Error

I am getting this error:

Fatal error: Allowed memory size of 16777216 bytes exhausted (tried to allocate 9412 bytes) in /home/gallery/public_html/image-inc.php on line 99

Now I have searched for this and found some answers but its not that clear to me (non techy person):

1) What causes this?

2) How to fix it given I dont have SSH?

3) Why is this happening on a new install with only 400 images?

GD is chocking on the image and the only recourse would be to increase memory to PHP or switch to imagemagick
