Is there a way to put the welcome box at the top?

In admin, I chose to put the recent photos at the top of the page, but it displays inbetween the welcome/search box and the links box. Is there a way to move the welcome/search box to the top? You can see what I mean here:

Your would need to alter your index.php file and move the code in bold where I have noted to move it
