Copy photo command help?

I have permissions set up so that members cannot edit photos (move to different categories) and do not give multiple category options at upload. However,

1. is it possible for me, as ADMIN to move photos? I tried it but it caused a broken thumbnail link

2. is it possible to ADMIN to COPY a photo, if mutliple categories is turned off.... I can't seem to find this available, unless I turn on allowing multiple categories at upload.
