categories vs member galleries

if im using the members galleries mode when a user uploads a picture its automatically in their own gallery right?

with categories, can any user upload to any category? and how do i limit certain users to certain categories?

Use the category editor to determine which usergroups have access?

Admin => Edit Categories and set which usergroups can view upload post etc.
