Getting two rows of thumbnails, and smaller ones

How can i pull two rows of thumbnails and smaller ones from the DB

ex: http://www.photosharingforum.com/

I would also like to be able to pull images from personal gallerys, but im not having much luck with it.

Edited inc_features.php
