Limiting uploads, root directory.

In my photo gallery I have many main/root directories, then sub-directories, then under then more subs. If I have a sub-cat named BNSF Cajon with say 10 subs under it, how do I keep from people posting posting into root BNSF Cajon sub? I've uchecked all the boxes for uploading or posting ans that doesn't make a difference. I don't want to check no thumbnails because then it looks like a main cat on my site, any ideas? Look here:

If you do not want anyone to upload to it then you would uncheck upload permissions in admin => edit categories

I did that but it's still letting uploads through.

I will have to do further testing. I think there might be a conflict between the notcat and uploads perms. Basically we show the top level category

Here is a test in pp-inc.php you can do and see if this works to your liking
