Configure a category so that uploads don't affect a user's UL limit?

I would like to configure a few categories in our gallery so that when a user uploads to it, it does not deduct the file size(s) from their UL limit, nor does it care where their quota stands and will let them upload files regardless.

Is this something that we can do in the latest version? We're still running 5.21 and will be renewing our license soon, but I want to know if this is something we can do "out of the box" now.

You would need to modify the code regardless of whether this is 5.21 or 5.3
