Category image upload problem

I have attached an image to help give visual aid to this. Its odd but my mods and I can see all of the options in the circled box fine. Members, as you can see, can't. All of the options are turned on as well and the member settings mirror the mod/admin setting for this. But theirs still isnt showing which is odd. How woul I go about fixing this?

In your Admin => Category Editor set upload permissions for the categories you wish the usergroups to upload to. Basically the usergroup your the user is logged in with has no upload permission to any categories.
