I am having a little problem remembering how to reduce the size of thumb nails in a gallery page. Also in the index page they are very large as well.

You would set in your Admin => Upload Options the size of the thumbnail and then in Admin => Scan Database you can rebuild thumbnails after you change the size to the new size you want.
If your thumbnail size is set correctly but thumbnails are not being made it would signify a permissions/image processor issue.
