All users are admins ? ( delete, move, etc.. ) urgent !!!
 

What the title says, all users can delete, move, etc ???
They have the administration options there.
How to fix it ?

Well the user just tell me the options disappear when seeing another pic, what can that be ?

He was a moderator in my forum and is not any more. ( phpbb )

View in Photopost Admin => Edit Usergroups and make sure your permissions are set correctly in Photopost usergroups editor. There is no default moderators group with phpbb as far as usergroups go.
