Catagory Help Needed

Im trying to set up my catagories like in the following site.

These lines are in a blue catagory strip

I want to setup catagories like this but cant figure out how...I thought it was Top Level Catagory but all that does is make a regular forum.

Any ideas?

Yes it is a top level category and when editing the category mark CONTAINS THUMBS set to NO so it acts like a category container
