Allow Users to Edit Photo Descriptions

After someone uploads a file, I don't see where they can edit the description?

I know Admins can. I would like to enable users to, especially for my site dedicated to insect photography where users may want to come back and add species specific information later on to the photo description.

If in Admin => Edit Usergroups you set that they can edit there photos they will have an edit photo link
