What / where is "Mod Access"?

When I set a usergroup to have this set to yes, what all does it entail? Is there a modcp and if so, where is it located? I'm unsure what rights and privs this gives to the user, I just wanted to be clear on what I was giving moderators.

Can somebody please clear this up?

Thanks.

Hello Moderators normally can edit photos and comments

Moderators can approve photos and comments.

Moderators do not have acess to all the numerous Administrator functions so there access is pretty much limited to that first box at the top of your admin panel.
