Table around pictures

Hello. I was wondering what file I would have to edit to try to make a table around the entire links section and picture area on my site. If you notice at www.ec-bmx.com there is a light blue table around the news area and the links and it goes all the way to the bottom of the page. I would like to do the same with my gallery.
What I currently have is www.ec-bmx.com/gallery2

Alter youe header and footer to open a table after the header and close in the footer to contain everything and use that color for the td
