Require Moderation?

In UserGroup Editor, what exactly does the 'Require Moderation?' do?

Also.. I have no bulletin board on my site.

In Forum Settings, should the 'URL to your forums main directory' setting be left at the default domain.com, or should that be deleted if no domain is to be entered?
