Admins create user accounts
 

I searched but nothing came up about the admins having ability to create user accounts for users (or be it pre-create accounts). Is this possible?

I assume you mean using the Internal registration system; so no, this is not currently an option. The only way would be for the Admin to register new accounts manually.

Oh okie. But you need to put in an email. Is there an option to not do that?

He is saying you would need to manually create the accounts with the registration script much like your the person registering themselves
