Limiting member uploads?

Is there a way to limit the members uploads for certain category, IE a contest? I don't want any member to be able to upload more than one photo. I do not have the category set to contest because I am using vBulletin for the voting.

The only upload limit is upload limit perday. If you wanted to make another permission you would need to modify the code and database to add such functionality

So basically I need to have them be on the honor system or delete additional submitals.
