add moderaters to specific sections?

I have tried and I get this:

Moderator list for Action Videos

There are no moderators assigned to this category.

There are no moderators inherited from its parents.

What am I doing wrong or what do I need to do.

Have you tried adding a moderator where it says ADD MODERATOR
