Remove "personal albums" link from main page?

You can disable Personal Albums in the Admin Options.

Allow users to create Personal Albums?

I set that to No, but the link still shows up.

Oh, wait, I think I have the wrong link - are you takling about the Album Admin link or the Personal Albums link within the Members Gallery category? That would be in Index Options:
