Allow users to create subcategories

Once I have created some categories, is there a way to allow users to create subcategories under those categories? Then I would like for other users to be able to add photos to those subcategories.

Hello only an admin can create categories or subcategories. You can allow users to assign personal albums to categories but only they can upload to there albums.

Assigning personal albums to categories might work for what I'm trying to do, but I don't see where you can do that.

I see that you can assign individual photos from albums to a category (Edit Photo > Change category dropdown), but I don't see where you can assign an entire album to a particular category so that it remains an album and not several individual photos.

In usergroups editor is says assign albums to cats? set this to yes

Create a personal album and assign it to a category.
