Allow user to creat an album

I've tried searching and looking through all the options in the configuration but can't figure out how to give a usergroup access to making new albums under a category.

The only way I can seem to do this is by giving the user 'admin' access but this is too risky.

How can I allow a particular usergroup to make/create albums?

Users can "assign" an album to a category - thats the "Can assign?" option in the Usergroup settings. Then while editing the album, the user can select to attach an album to a category.

How can users make albums under a category so that it comes up like when I (the admin) makes a album.

IT doesn't look as good/professional when a user just 'assigns' an album to a category.

Users cannot create categories, only an Admin can do that. Album assignment is the only way for a member to attach their album to a category.
