Does anyone know how to design

I emailed the webmaster but got no answer
I would like my page to have these link options with a graphic like the Boxer but my breed instead.

If anyone can send me to a link to know how to do it
Or someone who would do it but for a small fee.
I say small cause I am paying for a upgrade, a move , a new server (powweb)+ a new photopost lic & install , new server(webhost) for my other page..

And I would like both pages to them to have this type of setup.
ANd if it is too much as least I can save for it.
Took me a year to save for all the upgrades.
