Display new comments/photos indicator on index?

Alright so this option is in the layout admin options (Display new comments/photos indicator on index?) What does this actually do? If i turn it on and off i see no change whatsoever.

It depends if there are new photos or comments posted since your last visit; if there are then the icons will change color slightly to indicate new items in that section (add a highlight color to the icon).
