After speaking with NetworkSolutions, they informed me that I do not have administrative privileges because I am using a shared server. Therefore, I was not able to issue a command to unpack the .GZ file. I did however use FileManager and was able to unpack the .GZ file and now have the latest version unpacked on my server located at...
/hotdocs/ImageMagick/ImageMagick-6.2.1
Now I have to issue a command to configure it, but how can I do this since I can not issue commands directly on the server?

If you do not have SSH access to the server and do not have access to the GCC compiler and tools you can not configure or build ImageMagick on the server.
It is clear there image processor is not working as it should so they should fix there server. Have you asked them?

Yes I have asked NetworkSolutions (my shared host provider) to look into the GD2 as it may be corrupted, etc, etc.
However, they claim nothing is wrong and that I am the only customer reporting any problem with GD2. I do believe it is GD2, however, I do not have access to the said program as far as loading a fresh GD2 install.
However, would doing a brand new installation possibly fix the problem?

You could attempt that but I dont see how it would solve it
You can upload gif images but not jpg HMM
Thats a no brainer. Something is wrong with the image processor. Means if they say its compiled with jpg support that the jpeglib is corrupt

Omegatron, I am able to successfully upload jpegs and jpgs as attachments to my postings. It is only when I try to upload them via the Member Gallery do I get error messages. Could a bad GD2 image processor allow for successful attachments to a post but not successful uploads in the member directory? The attachment to postings is a vBulletin feature, however, does it also make use of GD2 or do you know? The reason I ask is it will help me build a better case to solicit Network Solutions to refresh the libraries or whatever has to be done. I mean I have it down to this, it only creates the problem when uploading jpegs into the member directory, that is it, everything else is fine, no problems anywhere else.

Attaching images to posts in an image tag is not processing them. I can link an image right here with the [ img ] [ /img ] tags and it has nothing to do with resizing them it just links an image. Same thing with uploading and linking them it does not use GD2
