How do I increase the number of photos in most popular to 16 or 20 without effecting the number for random or recent photos that I have at 8.

Quite simply you cant as thats not how it is coded. The feature template which is used by all 3 of those blocks is controlled by the global settings on how many rows and how many features to display a row.
