Deny uploads until post count is X

I have a problem with new users on my website you simply join our forums and post pictures of their goodies merely for advertising. How do I deny them from uploading photo's until their post count is at a certain numbers?

If your using a forum you would place them in a usergroup that is okay to post if they have reached that post count.

In photopost you would mark regular users no uploads and this other usergroup one that can upload
