Uploading error in 7.03

I have been having problems with one specific member uploading a image. So i went into his account to see if I could get it to work and after trying to upload a single image under 100kb I get this URL with a blank page, any ideas?

My suggestion would be to remove all directories under the uploads directory. You can then read and try this

What do I do with all the info in the uploads directory? There is lots of folders and files in there?
