access /bulkupload.php error

I am having an issue- When users try to upload images (more than 1 at a time) and they enter in the description box on the first page- they get this error-
Forbidden

You don't have permission to access /bulkupload.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Apache mod_fcgid/2.3.5 mod_auth_passthrough/2.1 mod_bwlimited/1.4 FrontPage/5.0.2.2635 Server at gallery.gingerscraps.net Port 80

Here is the problem in their words

"I have the problem too and I figured out that if I leave the description blank and click upload, then add the description there it will let me upload. You have to leave the description blank on the first page otherwise you will get the forbidden message. I think that is what Jayne (briarwoodpups) did to get hers uploaded. "

Many having this issue. I tested it and got the same error.

well how big of a description are they trying to enter? sounds to be like an issue with trying to pass some super long description to another script.

No I actually did a test upload. 3 images and in the first description box all I wrote was " test". And it gave me the same error. Any idea what it might be?

Ok here is a test log in-

user name- gallery test
password- testing123

upon further tests I have done.... It seems that it always happens if they put any URL in the first description box.

Let me know the solution once you test it please. Thank you

they are trying to post images- size 600 by 600 or smaller.
When entering any URL in the description box they get the error. If they leave the first description box blank- and enter the info in on the second description box then it processes fine.

So there is some sort of glitch on the first description box - if you try to put a URL.

So example-
if you type in the in the first description box-

they will get this error-

I asked my IT guy to look into it.. but her wants to see what you have to suggest first. As he doesn't know where to start looking.

Maybe try in uploadphoto.php change these lines

I found and replaced the code. No change in the error.

I have tested it and still get the same error if I try to put a URL in the first description box.

Other suggestions please?

I did change the code in both places.
Still same error.
Ok here is a test log in for my site GingerScraps Gallery - GingerScraps Photo Gallery

You can send us ftp info to the contact us link and I can check out your site but as my posted url shows I uploaded a photo and indeed put a url in the uploadphoto box so it appears to work.

ok I sent a FTP account info to the contact us link. Thank you.
I double checked the code and I did change the code - like you suggested.... but the error is still happening.

This has to be a server related issue with some setting maybe contact your host since they would know more than I would about server configs but if I take this out of the url then the script works fine.

Obviously since the server is stopping things from processing and letting the script run this is where I would check.

You can try not entering a url just this

You will see this is what causes the issue. It has something to do with those characters appearing in the browser line.

Yes its find of a weird thing I haven't found anything for on the web but definately server related. You have a link to phpinfo on the server?

Okay your server was just updated recently but given the issue is the processing of the url variables there has to be some server thing there. You host might be able to help.
