PP 6.23 can't do selective watermarking

I have watermarking turned on in 6.23. I have gone through each an every category and turned it off for some premium vbulletin based usergroups. When people in these user groups upload photos they are still constantly getting a watermark.

Well thats interesting. I do see Michael rolls through the multiple usergroups a person might belong to and if they belong to one that is able to post a watermark free image.

I would need to look at the issue directly.
