If jpegtran.exe is located in that directory are you sure you have placed the full server path to that file like so where asked in global options?

C:/ImageMagick/jpegtran.exe

My suggestion is make sure your server is setup for PHP scripts and most inportantly your scripts are set with the proper permissions to run. You may need to ask your host but on most servers PHP scripts should be set to 644.

Thanks! The gallery became is Install when has chosen options PHP:
PHP5 (FastCGI)
All files with the extension .php will be handled by PHP5 FastCGI processes.
FastCGI for PHP makes all your PHP applications run through mod_fastcgi instead of mod_suphp. This eliminates the overhead of loading the PHP interpretor on every hit. Since it is always in memory ready for the next hit, the responses will be generated faster.
