Upload error
I've searched but can't find the definition of Upload error 406 when trying to upload an image...new install by the way.

Are you able to upload? More information here would be needed to assist like is this all uploads only one what is the user doing etc

HTTP 406 Error - mod_security bites and causes problems with WordPress and Mambo | Urban Giraffe

There are various articles on an http server error 406 so more info is needed to know what might be your specific problem

I'm set up as admin and I get the error from within PP. See attached screenshot:

Okay this might be a beta support question not regular support

Try turning off the flash uploader can you upload that file?
