"Quick rate" leaves a blank comment box

The "quick rate" feature leaves a blank comment box. This is pretty silly and it can hide real, legitimate comments.

There is an option in admin to not show empty comments meaning when someone just rates an image. This should help you

Admin => Show Photo Options => Display ratings that have no comments attached?

Set this to No.
