I can upload. Member can't, but can delete.

Some members can't upload images, but can erase? I, on the other-hand, can upload. What do you suggest?

I would suggest you check permissions in admin edit usergroups that they are set like you want and as far as cant upload what is the error?

feel free to delete I uploaded fine try it again and let me know the exact error. A blank page points to php on the server crapping out so how big is this file?
I gave your program a little more memory to php so that might help on larger files.
