Angry problem with french language

hello,

sry its not really a bug from photopost but i would like to post it here, because nobody find the way to resolve it

when i had comments to the photo with character like é à or è, the é à and è change itself in "?" , so its hard to read the comment from my members and they really want me to fix it ^^

in my phpmyadmin they are in latin1_swedish_ci like my vbulletin and i have no problem with vbulletin

so if somebody have a fix for me i would be very happy

look there is a lots of "?" in the comments, all "?" are normally "é", "à" or "è" and they are replaced by "?"

anybody else have an idea about that ?

for info i have this problem since i change my hosting, the comments were written correctly in phpmyadmin (with accents) and now even in phpmyadmin they are written with "?" instead of "é", "è", "à" etc...
