Photos don't show in IE7

I have one member on my forum that cannot see any of the photos in PhotoPost or attached to vBulletin posts. He is using IE 7. I'm sure it is something on his computer or his internet connection but I was hoping someone could give me some ideas for what they should look for. I've attached a screen shot of what he sees. The photos aren't there and the formatting is off. Very strange. Any input is most appreciated.

He would need to right click and see the path that the photos are being looked for.

If no one gets this issue then it is him or his internet connection and not much you can do about it.
