Admin upload error

admins get th following error whilst trying to upload where as normal members have no problems.

Help please

Make sure that specific directory 1326 on your uploads directory is set to 777 and that it exists.

But whilst I have you... I also am having issues with logging in, I go to my VB 3.6.4 forums, click the gallery link, then click the "admin" link to go to the admin screen and it keeps asking me to put in my username and password even though I am already logged into the forum? Any odeas what else is wrong please?

Sometimes it even messes up my cookies.
