Error of Multibyte Language display.

Hi.

I found Multibyte Language error in Announcement box.
See attachment image.
This is Korean language.

How can I fix?

Please help...

We do not support the Korean language or load anything in our program that would support this language. This would be your biggest issue. Have you hacked your program to support Korean?

No, I don't hacked.
I'm just translated language file to Korean.
I have this problem just only at Announcement box in admin page.
All of PP is perfect with Korean Language.

Korean language is no problem within 'Message displayed when closed' box in Global Option in the admin page..
And PP home's Korean Language is correctly display within Announcement box.
But the problem is just only Announcement box in admin page.

It's very strange, I don't understand.
Can you explain about this?
