I have set it to 30 minutes to allow user edit their comment, but the Edit button does not show up for regular users. It does show up for admin. This is a 5.5 version.

Please see my other post where I explain the code. If you check your permissions in usergroups and the posts are not older then 30 mins and it does not show you need to post a url and login here for us to try.
