After updating files, Contents of the Announcement box create mass

I have russian language enabled and after updating files "Contents of the Announcement box" create gibberish with russian words. I need to keep this content durung and after update/upgrade.

Also could you correct the mistake:

Display Moderators as part of the category description?
Set this to YES if you want the moderators listed on the index page under a cateOGry

You would need to run this query to update the text:

UPDATE settings SET description='Set this to YES if you want the moderators listed on the index page under a category' WHERE id=200;

When you say gibberish, can you be more specific?

About gibberish..
When you go to the Index Options, enter some text in the Contents of the Announcement box on russian language, f.e. "Если вы решили выложить чужую фотографию, необходимо указать имя автора или ссылку на источник." and click on Save Changes, after refreshing Index Options page this text from russian become as gibberish "Åñëè âû ðåøèëè âûëîæèòü ÷óæóþ ôîòîãðàôèþ, íåîáõîäèìî óêàçàòü èìÿ àâòîðà èëè ññûëêó íà èñòî÷íèê.". And this problem is everywhere, after saving russian text under Edit Categories and so on..

Do you have phpmyadmin installed? If not, just ignore it, it's cosmetic.

I'm not sure about the other issue, I'll have to do some checking.

Yes, I have phpmyadmin installed and PhotoPost installed with pp_ tables. I can't just understand how to point your query to the PhotoPost tables.
