Parse Error(FIXED)

I am having issues with 5.21. I've upgraded and I get this whenever I try to upload a photo and it accesses showphoto.php. I've reupped showphoto.php in ascii, reinstalled twice and can't figure out what the issue it.

I'm getting this when trying to post a review:

The part in bold shouldn't exist, but I keep seeing it everywhere. Why is that?

More importantly, how do I fix this?

Well check your config-inc.php file and see what you have for the $RP_PATH as far as parse errors I would just suggest you upload the language directory from the distribution.
