Cannot create new categories(NOT A BUG)

After upgrade to 5.11 and then to 5.13 something funny happens when I try to add categories:

I get a load of php error messages, most of them saying that safe mode restrictions are in effect. I still get the panel where you can set the options for the new category, set the access options, which are accepted, and it shows up nicely afterwards.

When I try to upload photos to the new category it just can't be done. I get the safe mode restriction in effect error again, error on line 121 in image-inc.php, the upload panel shows but with no thumbs and the final msg is that Photopost is unable to read the format of the file in xxxxxx (url to location)

Uploading to existing categories runs smoothly, no errors there.

AFAIK all permissions to directories are set right and admin privileges should be OK.

Where have I failed???

Hello

Our program can not do what it is suppose to do with safe mode on. The requirements state that safe mode needs to be off. it appears it is on on your server. Ask your host to turn it off.
