Error when trying to back up data

How can I preform a back up using phpmyadmin and create a single sql file. However, I am guessing that photopost needs a backup of each table in seperate files. I tried running the back up option on the Admin, but it would say:

I am assuming that i put everything in correctly. This as the path: D:/MySQL/MySQL Server 4.1/bin/mysqldump.exe

And made sure that the account has lock table access. I gave it full global access and also set on the database spefic table access.
What do I have to do to fix this?

How about the directory to backup to was this set and given READ WRITE EXECUTE PERMISSIONS

I tried changing the permission to the backup folder, but it still doesn't work. I even tried using different folder, but still no luck. I tried changing the persmission on mysql folder and that didn't have an effect.
The files are created, but with nothing in them.
I am using IIS 6 on windows 2003.

Windows can be a pain with permissions at times. Using phpmyadmin and using the export feature to backup the entire database would work if you can not get permissions sorted.
