Around, mainly lost in code

I am doing a lot of changes on how the gallery interacts with the forum by merging the settings and settings groups. This will change how we can call for gallery options.

EX: $ppg_options['gallery_url'] => $vboptions['gallery_url']

This allows for a lot of flexibility of using gallery settings in integrations and add-on's. This also will remove 2 tables from the gallery.
