Attachment problem - "won't create directory"

When I attach images to a message posts, I get this message:

"Could not create file system directory to hold your attachment."

I have ImageMagick 6 & GD 2.0 installed - I am using ImageMagick.
vBulletin 3.54 & VBGallery 1.02

Maybe I should be asking this question in vBulletin. I'll go over there. Sorry.
note: I just changed web hosts and this problem started occuring.

CHMOD 777 or 755 your attachment folder on your webserver via FTP or filemanager..

PATH location can be found:
AdminCP => Attachments = > Attachment Storage Type

EX:
Attachments are currently being stored in the filesystem at /home/path/to/your/public_html/files/attachments
