Gallery Upload Issues

I've reviewed the threads here on uploading issues, however no fixes have resolved my difficulties. I also had a friend familiar with this attempt an install and it still won't allow uploads on my forum. (Seems like it's timing out on upload or something)

I've entered a support ticket on this as of last night, hoping somone can handle this.. still waiting.
