Moderator Permissions Not Sticking
 

I have two categories with forums beneath. Setting a moderator for the category should work for all forums beneath but doesn't. I've set and reset this and only some of the forums work. Specifically, the ability to upload a graphic as another user isn't working in all forums.

Any idea what may be the problem?
