changing default settings

I was wondering were can i change the default settings for all my usergroups at once. I have a rather large number (over 50) and while entering each one won't take to long I would rather find out how to do a change to all at once. All the usergroups should have the same permissions by default, except for the admin which should have all yes (except moderate). I am not unfamiliar with sql so a table edit is also an option.

I checked out and found the table ppgal_permissions.
unfortunately the table is empty, so now i'm back to square one.
