problem in showing top rated images

I am using PhotoPost vBGallery v2.1, on vBulletin® Version 3.6.4. And I have turned on “Allow Rating” in Edit category. I have rated several images, but only see 1 image in top rated images.

is it a configuration issue or vbGallery bug?

AdminCP => vBGallery => Modify Settings
- Main Options
- - Minimum Votes for Top Rated
