Where is can_administer function?

I noticed that v2.2 has the 'can_administer' function. Where is it lol?

This function is built-in to vBulletin.

so does that mean i can assign selected usergroups that can administer the gallery just like the admin does? if so, how do i do that?

Administrator permissions allow you to manage the amount of privileges each of your administrators has in the control panel. This has no effect on their permissions on the actual board.
